MEMORANDUM OF UNDERSTANDING BETWEEN GLENDALE UNIFIED
SCHOOL DISTRICTAND GLENDALE TEACHERS ASSOCIATION ON
FURLOUGH DAYS

January 11, 2012

This memorandum of understanding (MOU) reflects the parties’ agreement regarding the matters addressed herein and concludes the parties’ negotiations. In that regard, the parties to the following:

lt is agreed that two (2)   three (3) furlough days currently scheduled for GTA unit members during the 2011-2012 school year will be restored. The remaining instructional furlough day scheduled for 2011-2012 will be deferred until the 2012~20l3 school year. As a result, there will be no furlough days taken during the 2011-2012 school year. The four previously agreed upon furlough days scheduled during the 2012-2013 school year will remain in effect making a total of  (5) furlough days in 2012-2013 with three (3) being instructional days and two (2) non­instructional days. The parties will confer and agree on the placement of agreed furlough days on the appropriate calendar no later than March 15, 2012. The agreed upon furlough days shall not apply to certificated bargaining

unit employees assigned to the EEELP program.

As referenced herein, “furlough clays” are days that would normally be paid as part of a unit members assignment/basis but, as furlough days, will become unpaid days. Such days will reduce annual salary proportionately but shall not affect current regular salary schedules or step/column advancement. Service for assigned days, less any furlough days shall constitute a full year of service for STRS service credit; however, salaries shall be reduced to reflect the furlough days.

If the actual funded base revenue limit (BRL) for the 2012~2013 school remains the same or increases relative to the 2011-12 BRL, the parties  return to the table with the intention of rescinding the deferred furlough day from 2011-12. The parties shall open wages and work year calendar no later than November 30, 2012, to negotiate the 2012-13 school year furlough days agreed to in the August 24, 2010 agreement independent of any other on­going negotiations.

The signatures below reflect tentative agreement subject to ratification and approval by GTA members and the Board of Education, respectively.
